Katsuki will figure out what's going on with the Commission and what its hold on Hawks is. He doesn't like the idea of some slimy organization having that much control over a hero. Society may need some reforms around heroes, what with some of them secretly working for the bad guys, but the answer isn't whatever's going on with Hawks.
