“Not really,” Dorothy said truthfully. She explained, straightforward, “Many people here have extraordinary abilities. People like that often think they are above the rules. Whether their intentions are good or not. They would ignore rules anyway. A government would not make them less dangerous.”

It would just be an additional danger to have an additional power to come into conflict with them, she reasoned.

Dorothy then said, bluntly, “Aren’t you going to ask?”
